General information
Aim of the Department
The department of State Administration and Local Self-Government is a team of likeminded people which desire to combine efforts in order to develop state administration science, to strengthen human resource capacity of state service and local self-government service for the purpose of building and developing of Ukrainian state.
Aim of the Specialty "Public Management and Administration" is to train highly qualified and responsible personnel in a field of public management, able to process, analyze and implement state policy; creatively, effectively and efficiently perform managerial functions and provide administrative services; contribute to innovation processes in society in order to establish social justice, democracy, human rights and freedoms, sustainable development on the basis of European and world standards.
Tasks of the Department
- To meet the needs of the state in the training of highly intelligent experts in the state administration field by improving social, administrative and personal qualities of students, post-graduate students and doctoral students of the department;
- To contribute the development of a new national model of administration in the public management system;
- To create conditions which ensure full disclosure of abilities of each employee of the department and stimulate individual and collective creative thinking.
Main Areas of Activity of the Department
- Theoretical basis and practical implementation of the content and ways of training of state service Masters, able to work successfully in the state apparatus and local self-government apparatus.
- Implementation of fundamental scientific research in the field of state administration by organizing scientific laboratories under the supervision of leading scientists of the department; fulfillment of state-financed scientific programs; guidance over thesis researches for the scientific degree of candidate of science; establishment and further development of scientific relations with the Ukrainian Academy of Acmeological Sciences, with the National Academy of State Administration of the President of Ukraine, and with the Association of the Doctors of Science in State Administration.
- Training of scientific and pedagogical personnel on a specialty 25.00.02 - mechanisms of state administration;
- Strengthening of relations between the department and general public, cultural and educational institutions through the conclusion and practical implementation of agreements on joint holding of scientific meetings, conferences and seminars, traineeship of teachers; familiarization with an innovative experience in organization of learning, methodical, scientific and educational activities in higher education.
The department is actively collaborates with other educational institutions in its scientific, educational and methodical work. Among them are: National Academy of State Administration of the President of Ukraine and its regional institutions, Academy of Municipal Administration (Kyiv), Institute of State Management of Petro Mohyla Black Sea State University (Mykolaiv), Institute of State and Municipal Government of Classical Private University (Zaporizhia), Ivano-Frankivsk National Technical University of Oil and Gas, Poltava National Technical Yuriy Kondratyuk University; government institutions, such as: Kherson Regional State Administration, Kherson Regional Council, Department of Civil Service of National Agency of Ukraine on Civil Service in Kherson Region, Kherson Regional Center of Retraining and Professional Development of Employees of Public Authorities, Local Governments, State Enterprises, Institutions and Organizations.

HISTORY OF THE DEPARTMENT
The history of the Department dates back to the 24 October, 2008 when the University Academic Council took a decision (minutes № 2) about the establishment of the Department of State Administration, Pedagogy and Psychology in the structure of Faculty of Cybernetics. This particular day is considered to be a department foundation date. The decision was approved by order №360 of the University Rector dated by 14 November, 2008.
Butenko Volodymyr Hryhorovych – a corresponding-member of National Academy of Educational Sciences of Ukraine, Doctor of Pedagogic Sciences, professor – was elected as first Head of Department.
The Department was reorganized into the department of State Administration and Local Self-Government that is a legal successor of the Department of State Administration, Pedagogy and Psychology by decision of the University Academic Council dated by 25August, 2011 (minutes № 2) and by order of KNTU Rector dated by 30 August, 2011.
Since 1 September, 2011 until now the Department is headed by Lopushynskyi Ivan Petrovych – full member (academician) of Ukrainian Academy of Acmeology, Doctor of State Administration Sciences, Candidate of Pedagogic Sciences, Professor, Honored Worker of Education of Ukraine.
The Department was transferred to newly created Faculty of International Economic Relations, Management and Business, since 1 September, 2014 in accordance with the KNTU Academic Council decision dated by 3 June, 2014 and Rector’s order № 215 dated by 16 June, 2014.

RESEARCH ACTIVITY
The main priority of the Lecturers research work at the Department is:
- Adaptation mechanisms of public regulation system in Ukraine in accordance with European Union standards (state registration number 0115U000862 dated by 23.03.2015)
- Improving the mechanisms of public administration by an educational industry: innovative platform of formation of information and communication environment in higher educational institution (state registration number 0114U001001 dated by 24.12.2013)
- Institutional bases of forming of the public regulatory policy on the electronic control principles (state registration number 0113U007834 dated by 27.11.2013)
Research and Development Laboratories within the Department of State Administration and Local Self-Government was established:
- Concerning the issues of State Administration and Local Self-Government (Lopushynskyi I.P.);
The postgraduate training program in specialty 25.00.02 – State Administration mechanisms was opened since 2010-2011 academic year within the Department of State Administration and Local Self-Government. By MES order № 592 dated by 17.05.2012, KNTU was granted the privilege to introduce a postgraduate course of this specialty on an ongoing basis.
The doctoral degree program in the specialty 25.00.02 – State Administration mechanisms on an ongoing basis was founded according to the order №511 of 06.05.2015 of the Ministry of Education and Science of Ukraine «On the decision adoption of the Ministry review panel about the post-graduate course and doctoral degree activities dated by 28 April, 2015» within the Department of State Administration and Local Self-Government of KNTU.
Since 2015-2016 academic year in the Kherson National Technical University according to the order № 1023 of 7 October, 2015 of the Ministry of Education and Science of Ukraine «On certification board decision adoption of the Ministry of Education of Ukraine and Science dated by 29 September, 2015» on an ongoing basis the postgraduate training program in the specialty 25.00.04 – Local Self-Government was founded.
The collection of Scientific Works «Current problems of Public Administration, psychology and pedagogy» was registered on 4 June, 2009 by the Head department of Justice in the Kherson region on number ХС № 446/97. By order of the Justice Minister of Ukraine of 17.12.2010. the collection was re-registered as the journal edition (the certificate КВ №17297-6067 ПР of 17.12.2010).
In accordance with the KNTU Academic Council decision of 10 May, 2012 (minutes №6) and order of the rector dated 16 June, 2012, № 224 was founded the electronic scientific specialized publication «Theory and Practice of State Administration and Local Self-government». By the order of the Ministry of Education and Science of Ukraine of 29 December, 2014 №1528 the edition is registered in the list of scientific professional publications of Ukraine.
TEACHING AND METHODOLOGICAL WORK
Teaching and methodological work is aimed at constant improvement of educational process on Master's Degree Program in state service.
For this purpose the systematic action on the production of textbooks, teaching and methodological books and methodical developments is being held.
