Features of the state policy in the sphere of economic and social development of Ukraine

Annotation. Investigational reasons of uneffective public policy in the field of economic and social development of Ukraine. Directions of public social policy are selected.

Relevance of a subject of research and problem statement. Formation and realization of accurate policy of the state directed on increase of welfare of the population, harmonious development of each personality, her physical, moral and spiritual abilities, and also need of creation of conditions for self-realization of human potential has to be the main guarantor of economic and social growth of Ukraine.

Analysis of the last researches and publications. The special attention to studying of mechanisms of activization of social and economic policy at the state level is paid such known domestic scientists and practicians, as A.I.Amosh, V.Ya.Bidak, N.P. Boretsky, S.I.Vovkanich, V.I.Gayduk, T.A.Zayats, A.S.Krupnik, V.A.Mandybura, V. M. Novikov, V.A.Melenyuk, A.F.Novikova, U.Ya.Sadovaya and L.K.Semiven P.I.Shevchyuk.

Separate aspects of a problem of economic and social development from the point of view of public administration considered A.A.Degtyar, V.A.Ilyashenko, D. V. Karamyshev, V. Nikitin, S. Odintsov and others. However, theoretical achievements of scientists didn't save Ukraine from the regressive processes happening in real economic and social sector.

Research objective is identification of the reasons of an inefficient state policy in the sphere of economic and social development of Ukraine.

Result of research. The distorted system of the political power with domination of groups of influence and competitive fight between them, transformation of government bodies to means of receiving a specific rent became the main reason of an inefficiency of public changes. Such character of the organization of the power caused corruption explosion, to distribution shadow and even criminal processes in economy and management, provoked fundamental destruction of valuable structure of the Ukrainian society [3].

Because of the problem connected with insufficient attention of bodies of legislative and executive power on ensuring the balanced development of human and labor capacity of the country, the negative tendencies concerning quantitative and high-quality losses of the population because of low level of use of available opportunities continue to extend. So, level of the registered unemployment as of August 1, 2012 made 1,6% from number of the population of able-bodied age. The highest unemployment rate is registered in Zhitomir (3,0%), Cherkassk (2,7%), Rovno (2,6%), Chernigov (2,4%), Kirovograd (2,4%), Poltava (2,2 %), Vinnytsia (2,2%) areas, the lowest - in the cities (0,4%), Sevastopol (0,6%), Odessa region (0,8%) and the Autonomous Republic Crimea (1%) [1].

Maintaining an inefficient state policy in economic and social spheres became the main reasons for an aggravation of an economic crisis in 2008-2009, namely:

 soft monetary policy and essential increase in bank crediting at the expense of the foreign capital;

 considerable outflow of short-term financial resources and falling of export receipts, and as a result, essential weakening of hryvnia;

 narrow specialization of foreign trade of Ukraine (the metallurgical production, which share on the average during 1999-2008 made 41,2%, machine-building - 14,1%, chemical - 8,7%, agricultural - 8,8%).

 toughenings of conditions in the credit markets, including working capital, financing of trade operations and long-term investments;

 increase of currency risks and uncertainty caused by devaluation expectations;

 technologically backward structure of industrial production: kinds of activity with a low and average technological level of production which give nearly 4/5 total amounts of realized production prevail; low labor productivity and growing unit labor requirements [2].

 non-compliance with transparency of procedures of fixing of the property rights, managements of investment projects;

 absence and the terminations of implementation of separate social and ecological programs at regional and state levels.

Consequences of interaction of the state and the person strengthening of total mistrust of the Ukrainian society to the power, deepening of social and economic instability became inefficient.

First of all it concerns narrowing of opportunities of application of work in formal sector of economy. According to data of inspection of economic activity of the population the share taken in informal sector of economy in 2011 made 21,8% from total of the busy. Employment in informal sector is concentrated in agricultural production (65,6% taken in this sector) construction, trade, car repairs, household products and subjects of personal consumption, activity of hotels and restaurants respectively 12,1% and 12,8%) [3].

The tendency of the hidden dismissal in case of staff reduction or changes in the organization of production and work by a way of replacement by its dismissal by agreement of the parties and at own will became the main negative consequence of an economic crisis in 2009 that testifies about unrealized guarantees of protection of workers from a wrongful dismissal. Such tendency had continuation and in 2010 and 2011.

The increase in duration of unemployment remains to one of the most serious calls of development of a labor market as stay in a condition of unemployment during a long period not only reduces chances of the unemployed of employment, but also worsens quality of labor capacity of the country, leads to strengthening of social tension in society. Duration of unemployment of all is influenced by age, sex, education and the region of residence. In particular, according to selective research of economic activity of the population, in 2011 the share of the jobless population (on methodology the SPENDTHRIFT) which was in a condition of unemployment more than one year, made 28,7% (among women - 29,8%, men - 27,9%, in city settlements - 30,4%, in rural areas - 24,5%) [3].

The main directions of the state social policy in Ukraine have to be:

 development and protection of intellectual potential of youth, improvement of conditions and creation of guarantees for receiving by youth of the education, special vocational training and retraining;

 employment of youth, its legal protection taking into account economic interests, professional and social opportunities of society;

 creation of conditions for mastering by cultural and cultural values of the Ukrainian people and for direct participation of young people in their revival and development, protection and reproduction of surrounding environment;

 formation at youth of feeling of national pride, patriotism, readiness to protect the sovereignty of Ukraine;

 youth health care, formation at it deep need for spiritual and physical development, other means providing a healthy genofund of the people of Ukraine.

The separate attention is deserved by system of social services. Recently the increase in number of the persons needing social protection is observed. Respectively the need for expansion of a range of social services increases. Many of them are provided by the non-state organizations and establishments, are unique and innovative. There is a need of streamlining of social services, synthesis of the best experience of their granting and creation of system of social services, to satisfy requirements of the population [4, with. 115].

Conclusions and prospects of further researches. The main problems of a state policy in the sphere of economic and social development of Ukraine are:

  • delay in the solution of urgent economic and social problems of power structures;
  • weak communication communication between the state and business;
  • lack of the mechanism of control of quality of social services of the sanction for violation of their quality.

Sinergiyny effect is reached by consolidation of opportunities of power structures, resources of the state, the private sector and civil society will allow to increase efficiency of functioning of economy, first of all in the infrastructure sphere, and also to promote social development in Ukraine. Such combination can be reached by public control over the implementation of contractual conditions of partnership by all its participants and guarantees of their observance on the principles of transparency and information openness.
